I feel like they could have let the rumors swirl and grow until the day of the eclipse then announced that the 1st prince would give up his right to the throne just before the eclipse occurred. Their own plan would bite them then because it would look like the heavens were upset about the 2nd prince becoming king.
Of course that only works if they know roughly when the eclipse is happening.
